Texas Real Estate Inspector Committee reviews rules on education requirements and practice standards

The Texas Real Estate Inspector Committee (TREIC) convened on January 20, 2026, to address updates regarding inspector education requirements and Standards of Practice (SOPs). The meeting included welcoming new members, electing officers, and making subcommittee appointments.

Three individuals joined the committee: Natalie Manzanares and Peter Charles as public members for two-year terms, and Greg House as an inspector member for a six-year term. Officer elections resulted in Stephenie Huser being named Presiding Officer (Chair), Randy Bayer as Assistant Presiding Officer (Vice Chair), and Cole Robison as Secretary.

Subcommittees were also appointed. The Education Subcommittee consists of Mike Morgan (chair), Greg House, Natalie Manzanares, and Peter Charles. The Standards of Practice Subcommittee includes Randy Bayer (chair), Michael Marlow, Cole Robison, and Rhondalyn Riley.

The committee discussed proposed changes to 22 TAC §535.214 related to education and experience requirements for obtaining an inspector license. The revisions clarify that applicants must complete all required qualifying inspection coursework before starting the Texas Practicum. “The rule had already been formally proposed by the Commission at its November meeting and did not receive public comments. After discussion, the committee voted unanimously to recommend adoption of the rule as presented. The Commission adopted the rule at its February meeting.”

Draft changes to SOPs (22 TAC §§535.227–535.233) were reviewed during the session. Over the previous year, the SOPs Subcommittee examined each section with input from enforcement staff and current building standards updates.

Key topics addressed include report retention policies requiring inspectors to keep completed inspection reports accessible for four years; clarification on roof inspections emphasizing physical inspection when safe; updated guidelines on emergency escape openings; minimum workspace around electrical panels; requirements for carbon monoxide detectors in certain bedrooms; reporting deficiencies if electrical components are found in duct systems; revised plumbing section language; clarification on water heater pan materials; guidance on hydromassage equipment bonding verification.

“SOPs changes remain in draft form and will continue to be refined by the subcommittee before any formal recommendation is made. Review them beginning on page 21 of the Meeting Materials.”

Future meetings are scheduled for April 20, July 20, and October 19, 2026.
