The Texas Real Estate Commission (TREC) convened on November 3, 2025, to address several organizational changes and regulatory updates. The meeting included the introduction of a new commissioner, committee appointments, updates on the upcoming launch of the Real Estate and Appraiser License Management Portal (REALM Portal), and the adoption of new rules affecting license holders.

Scott Olguin was welcomed as the newest member of the Commission. Commission Chair Mark Woodroof stated, “He comes to us with a world of experience that I think is going to be a great benefit to us. Scott, welcome. Thank you for being here.”

The Education Standards Advisory Committee (ESAC) saw new and returning members appointed for two-year terms starting January 1, 2026. These include Alisha Austin, Mitch Rainey, Carl Leatherman (reappointment), Kristen Crawford (alternate), Byron Underwood (reappointment), Cindy Baas (reappointment), Dianne Moore (alternate), and Roxie Glenn as public member. Departing members are Rita Blevins, Mandy Nichols, and Kassie Scott. Chair Woodroof commented on their service: “Thank you all very much. I think it’s hard for a lot of folks to recognize how much work you put into really helping us get better—and that’s our goal around here. Serving on a committee is a way you can get involved with TREC and make a difference.”

For the Texas Real Estate Inspector Committee, Mike Morgan (reappointment), Greg House, Shannon Gatewood (alternate), Natalie Manzanares, and Peter Charles were appointed for terms beginning January 1, 2026. Departing members include Chair Lee Warren after 13 years of service, Teresa Benavides, and Edward Muth. Warren reflected: “I have been honored to have served on the committee for quite some time, and I am proud of all that we have accomplished. I’m grateful to have had the opportunity to serve, and I look forward to being involved in the future.”

The REALM Portal is set to launch on December 10, 2025. This digital platform will replace paper-based processes for license holders, education providers, and consumers by offering online submissions for applications and payments; electronic complaint filing; online payment of administrative penalties; and real-time license management tools. Jennifer Wheeler, TREC Director of Education and Examination said: “It’s a major upgrade for education providers while also reducing the amount of data entry required by the education team—allowing them to focus on reviewing course content and delivery.”

A transition period will occur from December 2 through December 9 during which online licensing services will be unavailable as data migrates to the new system. License holders are advised to complete renewals early in November to avoid delays.

Several rule changes were adopted at this meeting:

– Updates related to Senate Bill 1968 take effect January 1, 2026. These include introducing non-representation status in brokerage services notices; revising Information About Brokerage Services notice language; deleting subagency information following its removal from The Real Estate License Act.
– Changes clarify that flood notices are not required for temporary leases under Senate Bill 2349.
– Broker license requirements now require more experience points—raised from 360 to 720—and adjust educational credit limits.
– Additional rules require associated brokers to provide affiliation information; mandate all brokers complete the Broker Responsibility Course prior to licensure; ensure complaints filed against associated brokers are communicated within brokerages; exempt public high schools from certain requirements; and require business contact information submission.

A proposed amendment regarding temporary suspension procedures is open for public comment until at least February 2026.
