Texas Medical Association Foundation elects new officers for 2025-2027

Five new officers have been chosen to lead the Texas Medical Association Foundation (TMAF) board for the next two years. The elections took place on May 8 during TexMed, the annual conference of the Texas Medical Association (TMA), in San Antonio.

The TMA Foundation supports programs aimed at disease prevention, public and patient health education, and improving access to health care.

Clifford K. Moy, MD, a retired psychiatrist from Swiss Alp, was elected president of the TMAF board after serving as vice president for two years. Dr. Moy has held several leadership roles within the Family of Medicine, including speaker of the TMA House of Delegates and membership on various TMA committees. He also chaired the American Medical Association Council on Long Range Planning and Development.

Dr. Moy most recently worked as behavioral health medical director at TMF Health Quality Institute and served as a senior examiner for the Malcolm Baldridge National Quality Award Board of Examiners. He is board certified in general psychiatry, a Distinguished Life Fellow of the American Psychiatric Association, and a member of both Alpha Omega Alpha medical honor society and Colorado-Fayette County Medical Society.

Stuart Pickell, MD, from Fort Worth was elected vice president. He is board certified in internal medicine and pediatrics and serves as medical director at Palm Primary Care’s Tanglewood Clinic. Dr. Pickell is also medical director for Project Access Tarrant County and teaches at Anne Burnett Marion School of Medicine at Texas Christian University.

Dr. Pickell led the Tarrant County Medical Society as president in 2023 and chairs its ethics consortium along with leading Texas Talks, an advanced care planning nonprofit. In addition to his medical career, he is an ordained Presbyterian minister who occasionally preaches and has volunteered for 20 years with Christian Community Clinic as well as humanitarian missions abroad.

Debbie Massingill from Fort Worth was named secretary. She has been active in both TMA Foundation and TMA Alliance statewide outreach efforts, including serving as president of her local alliance chapter in 2023-24. Two years ago, she co-chaired the foundation’s major fundraising gala alongside her spouse G. Sealy Massingill, MD, and has led local Hard Hats for Little Heads helmet giveaway events for many years. Mrs. Massingill has also contributed to community organizations such as March of Dimes and Junior League of Fort Worth.

Mike Moskovitz from Austin was selected treasurer. An executive vice president with Frost Bank in Austin with over twenty years’ experience in banking, Mr. Moskovitz previously served three years as president of Capital City Medical Group Management association. He holds a degree in business administration from Bloomsburg University in Pennsylvania.

Li-Yu Mitchell, MD, a family medicine physician from Tyler, was elected executive committee member at large. Dr. Mitchell serves on the TMA Council on Science and Public Health and previously chaired its Council on Health Promotion while participating on Be Wise – Immunize Physician Advisory Panel.

She is currently serving her second term as Smith County Medical Society president and remains active within that organization’s offices as well as being a delegate to the TMA House of Delegates. Dr. Mitchell volunteers locally by leading Walk with a Doc walks for five years in Tyler; she also chaired Northeast Texas Public Health District’s board and continues work with her school district’s health advisory council focused on student wellness initiatives. In 2018 she was recognized by TMA as a Health Hero.

The newly elected officers join Carla F. Ortique, MD—a Houston obstetrician-gynecologist—as immediate past president after presiding since 2023; Dr Ortique joined the board in 2017 and has held several other leadership positions within TMA including service on councils related to science/public health and maternal/perinatal health issues along with advocacy work regarding adolescent reproductive health.
