Cassie Brown, the Texas Insurance Commissioner, will retire from her position on February 2, 2026. Brown has led the Texas Department of Insurance (TDI) for over four years and was appointed by Governor Greg Abbott. She is responsible for overseeing the regulation of Texas’s $293 billion insurance market, which is the second largest in the United States.

During her time as commissioner, Brown managed regulatory oversight for a market that includes more than 3,400 companies and licenses over 875,000 agents and adjusters. She worked to ensure that Texans had access to various insurance coverage options.

Governor Abbott praised Brown’s service: “Commissioner Brown’s more than 20 years in public service embody what it means to be a Texan,” he said. “Under her leadership at the Texas Department of Insurance, Texas maintained the second-largest insurance market in the nation and ensured the insurance market best served hardworking Texans. I thank her for her dedication to our state, and I wish her the best in her next chapter.”

Brown also focused on maintaining competitiveness within the marketplace while protecting consumers through proactive approaches aimed at reducing risks associated with company insolvencies. Her efforts included consumer education on topics such as coverage options, filing claims, and avoiding scams.

She emphasized providing a fair and stable marketplace: “I leave knowing that TDI can be counted on to protect consumers, maintain a competitive insurance market to provide consumers with a choice in the company they use and insurance products they purchase, and provide industry with a stable regulatory environment that welcomes new business and innovation to the state,” said Brown.

Throughout her tenure at TDI, she concentrated on saving money for consumers through rate reviews, addressing complaints from policyholders, obtaining restitution for victims of fraud, and deploying staff to disaster areas across Texas to assist residents directly with their insurance questions.

Prior to serving as commissioner of TDI, Cassie Brown was also appointed by Governor Abbott as commissioner of Workers’ Compensation.
