Texas Department of Insurance helps secure over $50 million in restitution for fraud victims

The Texas Department of Insurance (TDI) Fraud Unit played a role in securing $50.9 million in court-ordered restitution for victims of insurance fraud during fiscal year 2025.

TDI reported that more than 20 investigators worked on 314 cases across the state. These investigators reviewed financial records and conducted interviews with both suspects and victims before forwarding their findings to TDI attorneys for prosecution. Courts issued penalties that included prison sentences, fines, and restitution payments to compensate those affected by fraud.

One notable case involved former Houston insurance agent Mark Davis Lunsford, who was sentenced to prison, fined $10,000, and ordered to pay restitution after being found guilty of selling fake insurance policies and stealing over $318,000 in premiums from clients.

“Restitution is just one way to repair the financial harm of insurance fraud,“ said Chris Davis, who leads TDI’s Fraud Unit.
