Governor Greg Abbott has announced that his Public Safety Office (PSO) will provide $149 million to Texas Tech University. The funding is designated for the development of an Electromagnetic Pulse (EMP) testing site and improvements in cybersecurity infrastructure. This move is part of a broader effort to enhance research addressing threats to critical infrastructure in Texas and across the United States.
“This $149 million investment in cybersecurity will ensure that our state’s critical infrastructure systems are capable of withstanding attacks from hostile foreign adversaries,” said Governor Abbott. “The researchers at Texas Tech lead the nation in safeguarding critical infrastructure from hackers and hostile foreign actors. Through initiatives like the Texas Cyber Command and investments into the safety and security of our state, Texas is on the path to be a national leader in cybersecurity.”

Senator Charles Perry added, “This investment cements Texas Tech’s role as a national leader in protecting our critical infrastructure from emerging threats. Lubbock has long been a place where hard work and innovation meet, and this EMP testing site positions West Texas at the forefront of defending our electric grid, water systems, and military assets. I am proud to see Texas Tech advancing research that strengthens our national security while creating opportunity and workforce development right here at home.”
The grant will support projects aimed at identifying weaknesses in essential services such as electricity supply, water utilities, communication networks, military operations, and other vital sectors important for both economic stability and national defense. As part of these efforts, Texas Tech University will collaborate with entities including the U.S. Army, Air Force, Navy, Department of Homeland Security, Department of Energy, as well as private industry partners.
The PSO manages various state and federal grants intended to protect people and property throughout Texas by working with agencies at all levels. The office also focuses on improving public safety measures statewide.
