Governor Greg Abbott has reappointed five members to the Texas Industrialized Building Code Council. The appointees are Devin Duvak, Otis Jones, Jr., Binoy Kurien, Scott A. McDonald, and Stephen Shang. Their terms will run until February 1, 2027. The council is responsible for overseeing the state program that regulates industrialized housing and buildings.

Devin Duvak of Burleson serves as vice president of manufacturing at Indicom Buildings/Sunbelt Modular Inc. He is involved with several professional organizations including the International Code Council, National Fire Protection Association, and the Modular Building Institute (MBI) Government Affairs Committee. He has also served as president of MBI in the past. Duvak holds a Bachelor of Science in Engineering Technology from West Texas A&M University.

Otis Jones, Jr., based in Houston, works as a regional manager at LJB Inc. He is a former chapter president and member of the National Society of Black Engineers and is also affiliated with the American Society of Civil Engineers and the Structural Engineering Association of Texas. Jones earned his Bachelor of Science in Civil Engineering from Texas A&M University and maintains professional engineering licenses in several states.

Binoy Kurien from Pearland works as code compliance manager at Powell Electrical Systems in Houston. He sits on the board at Hebron Church in Houston and has over three decades of experience in power distribution after studying electrical engineering at the University of Houston.

Scott McDonald lives in Willow Park and is director of development services for Denton city government. His affiliations include membership with both the Texas Chapter of American Planning Association and Building Officials Association of Texas. McDonald previously served on the board for the National Institute of Building Sciences. He received degrees from Wayland Baptist University—a Bachelor’s degree in Business Administration and a Master’s degree in Public Administration—and he is an Army veteran.

Stephen Shang resides in Austin where he leads Falcon Structures as chief executive officer. His memberships include MBI, National Portable Storage Association, Young Presidents’ Organization, and The University of Texas College of Engineering Advisory Council. Shang completed his undergraduate studies at UT Austin with a Bachelor’s degree in Electrical Engineering before graduating from Massachusetts Institute of Technology’s entrepreneurial master’s program.
