Governor Greg Abbott has appointed Cliff Todd as president of the Sabine River Authority Board of Directors. The Governor also reappointed Richard “Blair” Abney, Joshua A. “Josh” McAdams, and Kevin M. Williams to the board for terms to be determined by law. The Sabine River Authority is responsible for managing the storm and flood waters of the Sabine River and its tributaries.
Cliff Todd, from Long Branch, manages farm and ranch operations in Panola County and serves as Executive Vice President for Topcat Companies in Longview. He is a member of the Society of Petroleum Engineers, sits on the board of UT Health Carthage, and serves as a commissioner with the Panola County Emergency Services District. Todd has previously been involved with Rotary Clubs in Austin and Carthage and is active at Central Baptist Church of Carthage as a deacon and Sunday school teacher. He holds a Bachelor of Science in Agriculture from Stephen F. Austin State University.
Richard “Blair” Abney, based in Marshall, owns Abney Valuation Group, PLLC. He is affiliated with the Appraisal Institute and its National Government Relations Committee. Abney also serves on investment committees for CASA Tri-County Board, is a board member of the Pelz Family Foundation, and volunteers at First Methodist Church – Marshall. He earned his Bachelor’s degree in Accounting from Baylor University.
Joshua A. “Josh” McAdams operates Midstream Transportation and acts as vice president at McAdams Propane Company in Center. He will serve as president-elect for the Texas Propane Gas Association and belongs to both state and national propane gas associations. McAdams leads Shelby County Children’s Advocacy Center, participates with Shelby County Cookers, and contributes to Houston Livestock Show & Rodeo’s Area Go Texan Committee. He graduated from Texas A&M University with a Bachelor’s degree in management.
Kevin M. Williams resides in Orange where he owns Cypress Bayou Industrial. Williams sits on First Financial Bank’s board, is involved with Rotary Districts, Associated Builders & Contractors, Faith United Methodist Church, and Krewe De Bon Amis. His academic background includes a Bachelor’s degree in economics from Texas A&M University.
Governor Abbott stated these appointments support the ongoing mission to conserve water resources along the Sabine River: “The purpose of the Sabine River Authority is to conserve, store, control, preserve, utilize, and distribute the storm and flood waters and the waters of the Sabine River and its tributaries.”
