Governor Greg Abbott has appointed Lemuel Williams, Jr. as chair of the Texas State Affordable Housing Corporation Board of Directors. David Lewis was also appointed, and Valerie Vargas Cardenas was reappointed to the board for terms expiring on February 1, 2031. The board is responsible for overseeing affordable housing initiatives for low-income residents in Texas.
Lemuel Williams, Jr., based in Austin, is the senior director of technology alliances at Atos IT Solutions and Services, Inc. He serves as vice-chair of Amplify Credit Union’s Board of Directors and chairs its loan committee. Williams previously held roles with the Future Forum of the LBJ Presidential Library and served on Austin’s Technology and Telecommunications Commission. He holds a Bachelor of Arts in Geography and Information Systems from The University of Texas at Austin.
David Lewis, also from Austin, leads Montlake Capital Management, LLC as president and managing member. His previous positions include director and president of the Chartered Financial Analysts Society of Dallas–Fort Worth and director and vice president of the Seattle CFA Society. Lewis represents the Central and Southwest U.S. Region to the CFA Institute President’s Council and is advocacy chair for CFA Societies Texas. He earned a Bachelor of Business Administration in Finance from UT Austin and an MBA from Southern Methodist University.
Valerie Vargas Cardenas is executive vice president of Mortgage Banking operations at Texas National Bank in San Juan. She currently chairs San Juan’s Planning and Zoning Commission and serves on Hidalgo County Prosperity Task Force Housing Committee. Cardenas is involved with both the Rio Grande Valley Builders Association and Greater McAllen Association of REALTORS. She received a Bachelor of Business Administration in Marketing from St. Edward’s University.
