Governor Greg Abbott has appointed Stacy Hightower and reappointed Donald “Donnie” Lewis, Donna Montemayor, and Richard “Rick” Tisch to the Texas State Board of Pharmacy. Their terms will run until August 31, 2031. The board is responsible for overseeing pharmaceutical care in Texas and ensuring that pharmacy practices meet ethical and professional standards.
Stacy Hightower, from Aubrey, is a certified pharmacy technician working at Las Colinas Pharmacy, Compounding, and Wellness in Irving. She serves on the Alliance for Pharmacy Compounding Board of Directors and is involved with several professional organizations including the Pharmacy Technician Certification Board and the National Pharmacy Technician Association. Hightower also volunteers with Irving Cares and Habitat for Humanity. She attended Angelo State University.
Donald “Donnie” Lewis, based in Athens, is a pharmacist who owns Lewis Pharmacy Consultants. He has over four decades of experience in both hospital and community pharmacy settings and previously owned two pharmacies. In addition to his pharmacy work, he operates a wedding and event venue and holds a real estate license. Lewis has served as an Athens City Council member and Mayor Pro-Tem, sits on The University of Texas Health East Texas Board of Managers in Athens, volunteered for the Pendulum Project Culinary Program, and coordinated pharmacy services for medical missions to Africa, Peru, and Ecuador. He earned his Bachelor of Science in Pharmacy from the University of Houston College of Pharmacy.
Donna Montemayor from San Antonio is vice president of Pharmacy Professional Services, Marketing, Technology and New Business at HEB. She participates in various industry groups such as the Texas Pharmacy Association, Bexar County Pharmacy Association, Texas Pharmacy Foundation Board, American Pharmacists Association, National Association of Boards of Pharmacy, and serves as vice president on the Texas State Board of Pharmacy. Montemayor also contributes to educational programs at UT College of Pharmacy as a council member, secretary of its alumni association, faculty practitioner, residency preceptor for the UT/HEB Community Residency program; she chairs the Providence Catholic School Board. She graduated with honors from UT Austin with a Bachelor of Science in pharmacy.
Richard “Rick” Tisch lives in Spring and works as regional vice president at HSA Bank. He is active with the Southwest Business Association and has coached Special Olympics teams. Previously he was appointed by the governor to serve on the Texas Council for Developmental Disabilities. Tisch holds a Bachelor’s degree in business administration from UT Austin.
