Bolm Riverfront District redevelopment aims to transform East Austin’s industrial waterfront

The Bolm Riverfront District, a mixed-use redevelopment project led by Kairoi Residential, is underway along the Colorado River in East Austin, according to an April 1 announcement. The project covers 115 acres near US 183 and will convert former industrial land into a residential district with new housing, public amenities, and riverfront access.

Pape-Dawson’s Austin team is providing civil engineering services for the multi-phase development, which includes two sites: Bolm West (71 acres) and Bolm East (44 acres). The firm is handling floodplain modeling, environmental code analysis for wetlands classified as Critical Environmental Features, regulatory coordination with Waters of the United States requirements, utility infrastructure redesigns, internal roadway planning, and improvements along US 183. There are currently three active permits with the City of Austin reflecting ongoing regulatory coordination.

Redevelopment of this area presents significant engineering challenges due to its location downstream from Longhorn Dam and its history as a site for concrete and asphalt manufacturing plants. These factors require complex hydrologic modeling for floodplain analysis and careful environmental evaluation. Pape-Dawson said it is working closely with partners and public agencies to address these issues while maintaining plans for a river-connected community.

The project represents a major shift in land use on Austin’s east side. Plans include multifamily housing units across both sites, food and beverage establishments, mixed-use spaces on the west site, hike-and-bike trails along the Colorado River, community gathering areas, improved access to US 183 and public transit options including Capital Metro service.
