Governor Greg Abbott has appointed Jerome Greener as the Director of the Texas Regulatory Efficiency Office (TREO). The office was established to review and remove unnecessary regulations within state agencies and develop best practices aimed at reducing regulatory burdens for Texans.

Jerome Greener currently serves as Executive Vice President of the Texas Public Policy Foundation. He joined the foundation in November 2020 after serving as State Director for Americans for Prosperity and as Senior Advisor for Americans for Prosperity Action. Greener studied Politics and Business Administration at the University of Dallas.
Senate Bill 14, signed into law by Governor Abbott in April, created TREO. The law instructs TREO to assist state agencies in identifying and repealing unnecessary or ineffective rules. It also tasks TREO with determining regulatory costs imposed on the public and providing guidelines for agencies on how to adopt new rules and conduct required analyses such as cost and employment impact statements.
The legislation also mandates that the Department of Information Resources, in coordination with the Secretary of State and TREO, develop an accessible website where Texans can search state rules by subject matter or regulated activities.
